As Executive Director of Paratransit for Detroit DOT, DeMarcus has led a significant operational transformation, restoring public trust and dramatically increasing ridership while maintaining strong on-time performance standards. Under his leadership, the program has expanded from approximately 865 daily trips at launch in 2023 to more than 1,800 trips per day today. His focus on accountability, service reliability, and disciplined operational oversight has positioned Detroit as a model for balancing growth with compliance.
Jennifer Kazmerick
Paratransit Operations Leader, Detroit Department of Transportation
Jennifer oversees day-to-day paratransit operations for Detroit DOT, managing call center performance, contractor coordination, and service quality across a rapidly growing system. With approximately 92 vehicles in service and 15 CSRs managing daily scheduling, her team maintains a 97% on-time performance goal while navigating record demand. Jennifer is leading the agency’s implementation of automation tools, including IVR and IVA, to reduce call strain and improve accessibility while maintaining ADA compliance.
